Master highlight report — 30 October 2026

Structure: 1 Recap · 2 Performance · 3 Issues, risks, concerns · 4 Moving forward — the reporting schema the Executive uses, with dated, source-cited items. Evidence statements on this site are read with the csscpsg structural-reading method (scope, party, agency, term-shift, text-gap and inconsistency marks, scored 0–2 against held records; model v1.0.0). That is an analytic method for reading sources, not a finding of wrongdoing. No overall programme percentage is published because the current denominators cover different scopes. Preparing a project plan does not mean the museum or AR tour is nearly ready to open.

1. Recap

What the programme is and where the period started
  1. The programme is three active projects with separate products and measures, plus a conditional legal gate: P1 Argentina replica museum (pre-development), P2 Wales records and testimony recovery (active, time-sensitive), P3 Parcel A AR tour (pre-development), P4 legal remedy (standby, not initiated). Source: programme dashboard, baseline Working v0.1, 22 October 2026.
  2. Progress measures at 22 October (labels preserved): P1 17% of a provisional 12-task start-up list; P3 17% of a provisional 12-task start-up list; P2 19% of the inherited 893-task disclosure/correspondence ledger (169 done, 44 in progress, 645 not started, 35 blocked). These are task-list measures, not end-to-end delivery percentages; museum construction and AR delivery remain 0%.
  3. Authority state: publishing the baseline is not Executive acceptance, spending authority, land/build permission, permission to publish private witness material, or authority to file legal proceedings. No newer Executive decision is recorded this period.

2. Performance

Work queue, review gate and controls in execution
  1. Work queue (HubSpot) — compacted view. Snapshot 00:41 UTC, 30 October 2026, live tasks API, all owners: 2,065 task records — 1,121 completed (54%), 847 not started, 43 in progress, 54 waiting, 0 deferred. Composition: 1,826 to-dos and 239 email-type records; email-type records are queue records, not proof of Gmail drafts or sent mail. 722 open records carry a recorded due date in the past; planning placeholders are common in this queue, so that count is not a list of missed obligations. The 22 October baseline (551 records) used different coverage, so no like-for-like movement between snapshots is published. Machine-readable snapshot.
  2. Review gate. Outgoing email drafts pass a multi-agent review gate before any Gmail draft; the Executive remains the final quality checker and sender. Routine drafts need 3 reviews by 2 distinct seats, escalations 10 by 4. Public review board, 22:47 UTC 29 October: 140 draft rows, 0 marked ready. Five seats exist including one admitted 30 October; review capacity is the current bottleneck. Board counters showing no Gmail drafts filed describe the board only, not the mailbox.
  3. Records preservation (P2). Wayback Websites Archive stage S1 done, S2 in progress (24 October): dated static copies of external pages concerning the farm carry stable addresses and numbered versions; change detection writes new versions; 9 WhatDoTheyKnow request pages archived with the requester name redacted. Plan, risks and tolerances.
  4. Controls in execution. Stage S0 baseline and ledger reconciliation (CTRL01, in progress) and deadline, limitation and preservation-clock audit (CTRL02, in progress), per work-queue records at 30 October. Highlight report HR-06 (22 October) is posted; HR-07 is open.

3. Issues, risks and concerns

Evidenced gaps and active risks
  1. Governance tasks recorded, not started: programme-level PRINCE2 tailoring (GOV01) and risk register upkeep (GOV06). Source: work-queue records, 30 October.
  2. Tolerances unreconciled: the Phase 1 tolerance baseline (GOV11) is recorded complete while project tolerances (D17) are not started; the two are not reconciled.
  3. Roles proposed, not agreed: the role structure (D15 — the Executive also acting as Senior User, with an interim AI project manager) is recorded as a proposed decision, not an agreed appointment.
  4. Products not evidenced in the queue: an approved Brief, Business Case, stage plans, end-stage reports and exception reports were not found in a queue search; this does not prove they are absent across the repository and other sources.
  5. Independent assurance: independent Project Assurance is not appointed; recorded as a known governance gap on the programme dashboard and in the app README.
  6. Standing risks R1–R6 unchanged: records becoming inaccessible; incorrect site attribution in AR depictions; museum feasibility and cost open; P2 denominator incomplete (19% stays labelled until rebaseline); legal-trigger overstatement (discrepancy or non-response alone does not establish wrongdoing or a remedy); assurance gap as item (v).
  7. R7 — Review and decision capacity: 0 of 140 board drafts marked ready with few active reviewers, and queue coverage changed between snapshots, so trends need a rebaselined measure before they are quoted.
  8. R8 — HMLR fair-treatment and process consistency (open; proposed). The requester reports that the original records enquiry was moved into Stage 1 complaint handling and that the change felt abrupt and defensive; he then expressly requested Stage 2 to exhaust the internal route. The initial classification decision and reason remain to be obtained. He identifies a direct family connection to the historic parties and asks for ordinary member-of-public and citizen-researcher treatment, not preferential access. HMLR’s 27 October request for photo ID and a recent utility bill relates to SAR D260928 only, not FOI/EIR or the separate 260928-6762800 lawyer referral. Monitor for misclassification of later factual enquiries, repeated identity demands, unexplained routing or escalation, and inconsistent treatment against comparable cases. This is a concern to test, not a finding of unlawful discrimination or motive; the formal risk-register entry remains subject to review.

4. Moving forward

Next actions and decisions requested
  1. Digital nomenclature and cross-site wiki links (cross-cutting work package): raised 31 October 2026 as WP-DIG-NOM-02 — sourced place-name articles and cross-theme hyperlinks. The first article, Leckwith (Lecwydd), distinguishes the standard Welsh and English forms, the historical-form index, the proposed Helygwydd derivation and the Llechwedd folk etymology, with explicit source limitations. Existing concept pages remain the register baseline; researched origin/history sections for all concepts and verified live-link coverage across independent theme deployments remain open acceptance work. Status AMBER; no new project or budget is authorised.
  2. Queue priorities (current): historical property records custody requests; independent pre-publication draft reviews; deadline and preservation-clock reconciliation; parcel evidence tagging.
  3. HMLR fair-treatment follow-through (P2): keep N610CGV/Z084NQV, 260928-6762800, SAR D260928, EIR F261029, FOI F261030 and the complaint route distinct; obtain the original Stage 1 intake/classification record; test the SAR identity request for necessity and proportionality; and compare any suspected difference only against genuinely comparable cases. Keep identity documents and home-address material out of HubSpot and public records. Supporting report: HMLR fair-treatment and process-consistency assessment.
  4. P1: source confidence, room/landscape product schedule, then scoped feasibility and cost model. P2: preserve vulnerable items; keep FOI/EIR and archive routes current; integrate witness/source preservation; reconcile parcel-level records. P3: map route; verify Roman-villa/farm and early ecclesiastical locations; define confidence legend and low-cost prototype. P4: remain dormant until its evidence/legal gate passes.
  5. Decisions requested of the Executive (not yet recorded as approved): (i) approve, amend or reject the three-active-project structure and measurement method; (ii) authorise bounded P1/P3 start-up tasks with no-spend boundaries, owners and acceptance tests; (iii) confirm P2 priorities and the denominator reconciliation work; (iv) keep P4 dormant until its gate passes; (v) confirm roles (D15), project tolerances (D17), independent assurance and the next checkpoint; (vi) confirm the review tier for each draft and resolve the board-versus-header mismatch without lowering any gate; (vii) rebaseline the work-queue measure to one coverage definition so future snapshots can publish a defensible movement.
  6. Growth/audit proposals (16) sit with the Programme Office awaiting an Executive go/no-go.

No approval is inferred from this report.
