Interpretation and wider context

UNRESOLVED. See also GHF-E029-01. 🕒

Relevance to the 29 October 2026 working theory. This later planning report and outline permission may help establish how the site was described, mapped and treated in the redevelopment process after demolition. The missing appendices B–E are a specific record gap; the report is not a substitute for the application, ownership certificate, red-line plan or title instruments. Its relevance to the working theory is limited to parcel identification and downstream disposition unless a specific title/ownership statement is verified. See the hypothesis and its tests.
