DOCUMENTED FACT. The plan said the buildings on the site should be retained. The Council had power to serve a building preservation notice (Town and Country Planning Act 1971, s.58) and did not (Vale review; register items PL-002, PL-003).

Interpretation and wider context

DOCUMENTED FACT / UNRESOLVED. A published policy to retain the buildings sits beside a 1989 officer’s report that disposed of demolition in one clause.

Relevance to the 29 October 2026 working theory. The local-plan policy is evidence of the planning authority's stated position about retaining the buildings, not ownership of the underlying land. It is useful for comparing the recorded physical site and later development chronology with title plans, but a clash between planning policy and subsequent demolition does not establish a defective conveyance or coordinated title strategy. See the hypothesis and its tests.
