HM Land Registry — Forensic Assessment
Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth · Version 1.0.0 · Assessment date: 30 October 2026 · Next scheduled review: after HMLR's 17 November 2026 FOI/EIR responses
This page examines HM Land Registry's handling of historic registration records, the current information-rights routes and the researcher's ability to pursue ordinary public-record enquiries. It separates what the record states from the researcher's concerns and from matters still requiring proof.
1. Purpose, independence and public-interest basis
The researcher states that the historical work began decades before he suspected dishonesty or concealment. Its original purpose was to reconstruct and retell the family's history at a planned home and museum in Argentina, using Great House Farm / Tŷ Mawr as the subject of a heritage reconstruction. He states his suspicion of dishonesty or concealment developed later and that he publicly announced it in June 2025.
The research has therefore two distinct phases and purposes: (1) long-running historical, genealogical, architectural and archival research undertaken for a heritage and museum project; and (2) a later documentary investigation into possible irregularities in title registration, litigation and the treatment of records. The second phase must not be projected backwards as the motive for the first.
Source qualification: the researcher's account of the decades-long origin and June 2025 announcement is recorded as his statement. A dated copy of the June 2025 public announcement has not yet been located in the sources inspected for this review. Recovery task: locate and preserve the original post, email, article or archived page so the date and wording can be independently cited.
The researcher wishes to act in his ordinary capacity as a member of the public conducting historical research and making FOI/EIR and other records requests. The standard sought is equal, ordinary treatment: no preferential access, no disadvantage, no prejudgment and no different treatment because of his family connection to people involved in the historical dispute. This assessment does not request special treatment or privileged access. It asks whether requests are correctly routed, accurately classified, acknowledged and answered under the same rules applied to comparable members of the public.
The researcher's family relationship to historic parties is relevant biographical context, but it is not itself proof of discriminatory treatment. Any legal discrimination assertion would require a legally relevant protected ground and evidence of causation; no such finding is made here.
2. Assessment method and evidence language
Each proposition is assigned one of these states: documented (a source records it); officially stated (an institution states it); researcher-reported (the user's account, not independently verified); inference / working hypothesis (a reasoned possibility requiring tests); unresolved (the record is incomplete or inconsistent); or not established (the available material does not prove it).
A missing document, an unanswered question, a mistaken administrative route, a title-plan anomaly or a refusal to determine ownership is not, by itself, proof of dishonesty or concealment. Equally, the fact that HMLR has completed a complaint stage does not answer every separate factual question about the content of its surviving file.
This is an institution-specific assessment. It does not assess BP, the courts, the Welsh Government, Cadw/Heneb, GGAT, police, local authorities or professional firms as actors. They appear only where necessary to understand the HMLR record. Their conduct must be reviewed separately against their own records and responsibilities.
3. Current position — separate routes, not one complaint
| Reference | Correct meaning | Position at 30 Oct 2026 |
|---|---|---|
| N610CGV / Z084NQV | Historic registration-integrity enquiry and HMLR internal application. | HMLR confirmed 10 Oct that Z084NQV was captured internally to investigate/correct any error that may have been made. Outcome unknown. |
| 260928-6762800 | Separate customer-support enquiry connected to N610CGV / WA231076. | HMLR said 22 Oct it was referred to an HMLR lawyer. This is not D260928. |
| D260928 | Subject access request submitted 28 Sep 2026. | HMLR acknowledgement 1 Oct; identity check requested 27 Oct. No identity documents are reproduced here. |
| F261029 | Environmental Information Regulations request. | Deadline 17 Nov 2026. |
| F261030 | Freedom of Information Act request. | Deadline 17 Nov 2026. |
| EDD WA231076/A/216/LG and suffixes | Stage 1 / Stage 2 complaint record. | Stage 2 concluded 25 May. Later factual enquiries were intended to remain separate. |
| ICR/090/26 | Independent Complaints Reviewer referral. | Final decision 21 Oct 2026; closed. The ICR did not determine the underlying title or dishonesty assertions. |
| 261007-6799563 | 7 Oct question on 1924–1930 instruments and a closed parent title. | HMLR automatic response said the email address was unsupported and no action would be taken. A properly routed re-submission is required. |
| 260918-6720624 / 260918-6720625 | Factual enquiry about whether title documents distinguish the farmhouse/garden/curtilage from eastern agricultural land. | Correspondence uses both suffixes. Confirm the correct reference with HMLR; no substantive answer located. |
4. Key chronology and handling
| Date | Event / source | Forensic reading and present action |
|---|---|---|
| 29 Jan 2026 | First procedural email about recording/rectifying an interest was sent to an outdated address and bounced. | That route did not deliver the message. Keep separate from the distinct registration-integrity report sent on 31 Jan. |
| 31 Jan–6 Feb | Separate integrity report; HMLR requested particulars on 2 Feb and referred the matter to a senior officer on 6 Feb. | Do not merge the bounced 29 Jan email with the integrity-report route. |
| 2 Feb | Formal dishonesty assertions submitted, reference 260202-5732372. | Confirms that the suspicion was later expressly raised with HMLR. An assertions is not proof. |
| 23 Mar | HMLR response under EDD reference WA231076/A/216/LG. | Beginning of the formal Stage 1 complaint route in the file. |
| 19 Apr | Stage 1 response issued; researcher expressly requested Stage 2 later that day. | Stage 2 was his own express decision to exhaust the internal route. Do not describe him as refusing Stage 2 or as having originally initiated the complaint process. |
| 25–26 May | Stage 2 decision on 25 May; on 26 May the researcher wrote: “I did not submit this as a complaint” and explained the original purpose was to query and understand the historic record and registration process. | Both facts must be carried together: the later Stage 2 request was express; the original objective was documentary clarification, not initiating a complaint. |
| 30 Jul | HMLR letter under N610CGV identifies surviving first-registration records for WA231076 and closed title WA240304. | Material disclosure: the bundle is at least partially confirmed as surviving and open to inspection. The 1971 abstract and 1969 deed remain unclear. |
| 12 Aug / 17 Sep | HMLR explains legacy individual email addresses can no longer route incoming correspondence to its current system and directs customers to its online Contact Form. | Important explanation for later email-only submissions. Receipt and processing must be checked; a generated auto-reference is not necessarily a substantive acknowledgement. |
| 22 Sep | Request for email copies of listed first-registration records, including Form 1E, Form 1C, A13-DL, conveyances and examiner correspondence. | Sent to a legacy email address. No substantive answer located. Re-submit by the current contact route and request OC2/inspection instructions. |
| 16 Sep; 18 Sep; 7 Oct | Numbered factual questions on first-registration documents, parcel extent, closed titles, 1924–1930 instruments and examination material. | Multiple questions remain unanswered in the inbox material reviewed. 7 Oct route received an explicit “unsupported email / no action” automated notice. |
| 28 Sep–1 Oct | SAR D260928 submitted and acknowledged; HMLR stated 28 Oct response date. | Keep distinct from enquiry 260928-6762800, which is not the SAR reference. |
| 10 Oct | HMLR confirmed application Z084NQV to investigate and correct any error that may have been made. | Current live registration route; request confirmation that the 15 Oct material was added to this application. |
| 15 Oct | Further Schedule 4 alteration / Schedule 8 indemnity submission emailed to historic HMLR addresses. | Receipt and attachment to Z084NQV not confirmed; re-submit through the supported route if not acknowledged. |
| 21–22 Oct | Requester followed up enquiry 260928-6762800; HMLR confirmed lawyer referral on 22 Oct. | 21 Oct email incorrectly called 260928-6762800 the SAR. Correct the cross-reference in all future records: D260928 is the SAR. |
| 21 Oct | ICR issued its final decision on ICR/090/26. | Complaint-review route closed; not a determination of the title, the legal merits or every unanswered factual question. |
| 23 Oct | HMLR acknowledged EIR F261029 and FOI F261030. | Both statutory deadlines are 17 Nov 2026; no missed deadline at this assessment date. |
| 27 Oct | HMLR requested identity checks for D260928 only. | Ask why both items are needed, acceptable alternatives, secure method and clock-start date. Do not store the documents publicly. |
| 29 Oct | Automated HMLR reference 261029-6904545 issued. | Match the acknowledgement to the actual sent request and capture the text. Do not count it as a substantive reply. |
5. First-registration records: what is known and what remains to be tested
HMLR's 30 July 2026 schedule is a major source disclosure. It identifies surviving records on WA231076 and the closed title WA240304. The correct present description is partially confirmed surviving first-registration file; contents and completeness not yet fully examined, not “the bundle is missing”.
Known items to recover or inspect
| Title / file | Known records on HMLR's schedule or earlier correspondence | Unresolved documentary test |
|---|---|---|
| WA231076 | 19 Nov 1982 conveyance; Form 1E dated 30 Nov 1982; A13-DL list of documents lodged; Linklaters & Paines correspondence including 12 May 1983; 13 Jan 1984 register edition; 2 Feb 1987 amalgamation application (item 14). | Inspect the actual application, A13-DL, correspondence, plans, examiner notes, requisitions and register edition. Establish class of title, restrictions/cautions, applicant's evidence, relevant parcel and what HMLR examined. |
| WA240304 (closed) | 23 May 1975 conveyance and plan; Form 1C application dated 23 Feb 1983; register edition dated 23 Feb 1983; 8 Apr 1983 Form D23 “inside exam” and Linklaters & Paines letter; other correspondence/plans. | Inspect original plan and filed conveyance, D23/examination material, examiner notes/requisitions, class of title, cautions/restrictions and precise extent. Establish exactly what was absorbed in the 1987 amalgamation. |
| 1971 abstract | Earlier HMLR correspondence said a 1971 abstract was seen/lodged; it is not separately identified in the 30 July item list. | Ask whether it survives separately, is incorporated in A13-DL or another listed item, or is no longer held. If it left the file, request the date and record of that disposal. |
| 31 Dec 1969 conveyance | Referred to in later conveyance recitals as the WGR-to-BP Pension Trust root. Not separately listed on the 30 July schedule. | Ask whether HMLR holds it, saw it but did not retain it, relied on a recital only, or no longer holds it. Do not infer it was never lodged from its absence from the schedule. |
| Identity certificate | Stage 2 correspondence referred to a marriage certificate showing identity continuity; user asked whether it was actually lodged. | Identify the exact document, source and title-file item relied on. Distinguish a document held by HMLR from information obtained elsewhere. |
| 1924–1930 instruments | 15 May 1924 agreement; possible voluntary first registration or closed parent title; user's 7 Oct enquiry requested instruments and register editions from this period. | Confirm whether any title was opened 1924–1930, whether any closed parent title was later absorbed, and whether the agreement/plan appears on a file or abstract. |
The key comparison is whether the registered extent in 1982–83 can be traced to the operative deeds, plans and title abstract for the correct physical land. The Parcel A / Parcel B distinction, including whether the farmhouse, garden and curtilage were distinct from eastern agricultural land, remains a working spatial hypothesis until the original plans and instruments are compared on a common base. A plan mismatch may be material; it is not automatically proof of dishonesty.
6. Fair treatment as an ordinary member of the public
The current question is narrow: were the original enquiry and subsequent requests classified and routed accurately, and were later factual requests kept distinct from the closed complaint route? The documentary record shows:
- The original purpose, as clarified on 26 May, was to understand the historical record. The matter then proceeded through Stage 1 and Stage 2. The researcher expressly requested Stage 2 after Stage 1 to exhaust the internal process.
- Later communications repeatedly stated they were factual enquiries and were not requests to reopen Stage 2. Some requests were sent to legacy addresses that HMLR itself later said were not supported.
- One email trail conflated enquiry 260928-6762800 with SAR D260928. Future correspondence and the public record must maintain the correct reference split.
- HMLR's 27 October two-document identity request applies only to D260928. It may be a reasonable verification step, but the reason for both documents and whether less intrusive alternatives exist should be tested proportionately.
No comparator evidence has yet been obtained. No other member-of-public case has been identified with sufficiently similar facts, route and verification requirements to establish differential treatment. No finding of hostility, discrimination or deliberate obstruction is made. The fair-treatment question stays open pending the intake/classification record, correspondence-routing history, relevant policy and any proper like-for-like comparator.
7. Dishonesty, concealment and government involvement — evidential gate
The researcher reports that suspected dishonesty/concealment is the prevailing working suspicion among collaborators. No formal consensus document or independently verified consensus record has been located. This is therefore recorded as a reported working view, not an established institutional or expert finding.
At the date of this assessment, the material reviewed has not established dishonesty, concealment or government involvement. It has identified questions about the 1969 root deed, 1971 abstract, first-registration examination, exact parcel extent, identity evidence, first-registration class and 1987 amalgamation. Those questions merit source-led investigation. They do not, without more, prove that anyone acted dishonestly or concealed information.
Dishonesty Act 2006 — examples of relevant legal elements
- Section 2, false representation: a representation must be false or misleading, the person must know it is or might be false/misleading, and act dishonestly with the prescribed intention to make a gain or cause loss/risk of loss.
- Section 3, failure to disclose: there must be a legal duty to disclose, dishonest failure to disclose, and the prescribed intent.
- Section 4, abuse of position: a relevant position with an expectation to safeguard another's financial interests, dishonesty, and the prescribed intention must be evidenced.
See Dishonesty Act 2006, sections 2–4. Other civil, property, public-law or criminal concealment routes may have different elements and must be assessed by a qualified lawyer against the facts; there is no single free-standing “suspicion threshold” which turns every unresolved anomaly into a legal trigger.
Government involvement is a separate proposition
Government shareholding in BP, policy oversight, public funding, an institutional relationship, an official's awareness or a public body's possession of records would not by themselves establish government participation in wrongdoing. A defensible proposition would need to identify: the precise official or body; the role and legal authority exercised; a specific act, instruction, decision or omission; what the actor knew at the relevant time; the record proving it; and a causal connection to the stated conduct or result.
No project, operation, escalation or formal assertions trigger is to activate solely because of suspicion, a reported consensus, a missing record, an unanswered FOI, an irregularity, a complaint rejection or the fact that a historic state relationship existed. Trigger only after (1) a precisely framed proposition; (2) authenticated primary evidence with provenance; (3) the relevant legal elements individually mapped to that evidence; (4) material contrary evidence and reasonable alternative explanations assessed; and (5) independent written legal review concludes that the applicable threshold is met. Until then, retain the matter as a research hypothesis and keep operational triggers inactive.
8. Deadline, route and cold-lead audit
| Item | State at 30 Oct | What may have been lost / what remains | Recovery action |
|---|---|---|---|
| F261029 / F261030 | Live · due 17 Nov 2026 | No deadline missed. Do not prematurely escalate. | Diary 17 Nov; inspect completeness, exemptions and whether each numbered part is answered. |
| D260928 | Identity verification requested 27 Oct | HMLR originally stated 28 Oct, but requested identity the day before. Current SAR clock status cannot be labelled overdue without confirming when the identification information was received/accepted. | Confirm secure submission, acceptable alternatives, whether one or both documents are necessary, date HMLR treats identity as satisfied and new response due date. Keep personal documents off public site/HubSpot. |
| 22 Sep copy request | Sent to legacy email address; receipt not verified | Possible lost processing opportunity; no evidence the listed documents were refused or destroyed. | Re-submit via current HMLR Contact Form and ask for a numbered acknowledgement; use OC2 for copy of each listed record where required. |
| 16 Sep factual clarification (points 1–14) | No substantive numbered answer located | Questions remain live, but do not assume the route has been formally accepted. | Attach to N610CGV/Z084NQV via current contact route; ask HMLR to identify each response or state each item not held. |
| 18 Sep parcel question | No substantive response found; reference appears as 6720624 and 6720625 in different correspondence | Reference mismatch creates a risk of tracking under the wrong enquiry. | Ask HMLR to identify its system reference, team, transfer date and answer date; re-submit only if not logged. |
| 7 Oct instruments enquiry | Automated message explicitly states email address unsupported and no action taken | Confirmed failed channel; substantive request did not progress through that route. | Re-submit online with titles, 1924–1930 window and exact closed-parent-title question. |
| 15 Oct Schedule 4 / Schedule 8 submission | Sent to legacy addresses; addition to Z084NQV not verified | Potential missed routing, not proof of HMLR refusal. | Get confirmation it was added to Z084NQV; if not, re-submit with its original date and attachments. |
| ICR/090/26 | Closed · final decision 21 Oct | That complaint-review avenue is exhausted; ICR could not determine the legal merits or alter title. | Preserve the final letter and reasons; don't reopen the same route unless a new review ground exists. |
| F260213 | Earlier FOI thread had clarification/title-location problems | Not safely labelled as an outright missed deadline from the materials inspected; check the final response, scope and review rights. HMLR said register material is obtained through statutory register-access procedures rather than FOI/EIR. | Reconcile its complete March/April thread and decision notice; do not re-ask publicly accessible register documents as FOI if OC2/inspection is the correct statutory route. |
| Historic court records | Gap-register negative result for current electronic County Court system only; ECHR 14464/88 file recorded destroyed in 2000 | Current-system search does not prove historical paper records were never held. ECHR original file may be irrecoverable, but copies/related correspondence may survive. | Search predecessor-court indexes, paper registers, transfer/destruction schedules, counsel/solicitor files, court transcripts and third-party copies. |
| Police / authority negative FOIs | Evidence_Gap_Register v1.1 (4 Aug 2026) lists South Wales Police FOI 719/26, Cardiff Council FOI25766, Amgueddfa Cymru FOI 2026-020 and DCMS FOI2026/06174 as negative searches. | Register snapshot predates later disclosures and does not show the complete internal-review/ICO state for each item. Rights may have expired on some, but this was not re-verified. | For each, recover decision and delivery dates, search terms, departments searched, review/ICO deadlines and any internal review result. Record a true cold lead only after checking duplicative repositories and alternate custodians. |
| Heritage / archaeology | Earlier register lists Cadw/RCAHMW correspondence gap, lost C.N. Johns / Mrs Buckler correspondence, archaeology notebooks and artefact provenance as unresolved. | Earlier “lost/destroyed” descriptions need record-level provenance; Cadw/RCAHMW transfer statements appear inconsistent in later correspondence. | Cross-search NMR/HER, Cadw and Heneb registers, project files, archive transfer schedules, notebooks, contractor copies, photographs and museum accession records. |
| Marconi / Post Office | Earlier gap register identifies “Mr Williams” in Post Office Engineering as unresolved. | Identity and connection to the family or site not established. | Recover the original record/source that names him; search Post Office employment and engineering records, local directories, trade press and archive indexes. |
| Older title/tenure | 1667 Williams transaction, Daniel Thomas agreement, earlier title deeds and separate-plot hypothesis remain on the unresolved register. | Do not let the recent HMLR file eclipse the pre-registration title/occupation chain. | Cross-reference the 1924 agreement, 1924/1938 sale particulars, 1938 conveyance, 1939 tenancy plan, rent evidence and probate. Keep rent interest, tenancy and freehold distinct. |
Correction: the old Evidence Gap Register v1.1 is dated 4 August 2026 and must be treated as a historical snapshot. It states the HMLR first-registration bundle was inaccessible, but the 30 July 2026 HMLR letter later confirmed a schedule of surviving records. The register also requires a correction to Mary Williams's death date: 26 March 1983, not the earlier erroneous 14 March date. Do not carry forward outdated “missing” labels or unqualified status totals.
9. Source and correspondence index
Attachment artefacts: EV-0901 — FOI / EIR response attachment catalogue. It indexes 51 individual file occurrences, including the five distinct HMLR Correspondence.pdf letters and the 30 July 2026 first-registration schedule letter. The catalogue records the exact filenames and provenance; the original bytes are awaiting ingestion.
Full message-by-message transcripts are published in six linked parts. Use the Forensic Assessment as the interpretation layer and the catalogue as the source trail. The catalogue distinguishes messages sent by the researcher, HMLR replies, automated acknowledgements and ICR correspondence.

10. Attachments — catalogue complete, public files still to recover
The mailbox search identifies five distinct HMLR-originated PDF attachments named Correspondence.pdf, dated 13 February, 19 April, 21 April, 25 May and 30 July 2026. They are catalogued by date and HMLR reference in Part 6's attachment register. The 30 July schedule is particularly important.
The connected Gmail tool exposes the filename and MIME metadata but not the PDF bytes, and no copy of those five original attachments was located in the Library search. Therefore the actual PDF documents have not yet been published as clickable files. This is an explicit open task, not an omission to hide. The source PDFs must be retrieved from the original emails (or requested again from HMLR), checked for personal data, uploaded unaltered, and linked individually. Preserve their separate dates, references and hashes. The public transcript is not a substitute for the original attachment.
11. Recovery plan — prevent repeat research and future blind spots
- HMLR source-file recovery: obtain the 30 July schedule originals and use its item numbers to request/inspect WA231076 and WA240304 documents. Prioritise Form 1E, Form 1C, A13-DL, 1971 abstract, 1969 deed, 8 April 1983 D23/requisition, Linklaters & Paines letters, title plans/register editions and 1987 amalgamation. Use OC2/inspection route as HMLR directs; keep a written item-by-item “held / not held / not searched” result.
- Route correction: use HMLR's current online Contact Form for enquiries and request acknowledgement against N610CGV/Z084NQV. Verify the 15 October application was attached. Resolve the 260918 reference mismatch and re-submit 7 October's failed 1924–1930 query.
- Deadlines: diarise 17 November 2026 for F261029 and F261030. For D260928, record the identity verification submission/acceptance date and HMLR's confirmed clock start/response deadline. Do not classify it as overdue until that is established.
- Attachment recovery: retrieve the five original HMLR PDFs listed in Part 6. Preserve original filenames, message date, HMLR reference, file hash, public redacted copy and original restricted master. Do not silently overwrite repeated “Correspondence.pdf” files.
- Master gap register: reconcile all outstanding items in Evidence_Gap_Register v1.1 and the Master Missing Information Chronology against the newer 2026 disclosures. For each item store its originating question, institution, request date, response date, review/appeal deadline, actual search scope, alternative repository, present status, owner and next action. Recalculate totals from records, not old dashboard figures.
- Cold-lead recovery: revisit court retention/transfer registers; police and local-authority FOI searches; Cadw/Heneb/RCAHMW duplicates; archaeological notebooks and object provenance; Post Office/Marconi identity; original title and probate chain; 1988 demolition, injunction and media records. Record what has actually been searched and by whom.
- Research origin proof: locate and archive the June 2025 public announcement of suspicion, while separately preserving earlier research records and Argentina museum plans showing the longer heritage purpose. Do not imply the dishonesty theory was the origin of the historical research.
- Independent review: obtain a fresh evidence review of the HMLR file only after the original first-registration documents have been inspected. Review source, contrary material, alternative explanations, legal elements, limitation and remedy separately.
12. What this triple-check has and has not covered
This 30 October sweep cross-checked the connected Gmail correspondence for HMLR routes and attachments, the existing public email catalogue, the historical Evidence Gap Register v1.1, the Master Missing Information Chronology and relevant project audit material in the accessible Library. It identified route conflation, unsupported-email submissions, unanswered questions, open deadlines, the July file-schedule disclosure and uncollected attachment binaries.
It is not honest to certify that every archive, every historic file, every 20-year email, every paper collection or every possible legal avenue has been exhausted. Some archive inventories and case files still require direct inspection; the PDF attachments are not yet in the public corpus; the June 2025 announcement still needs a source copy; and the outcome of the current 17 November requests is pending. The page is designed so those remaining checks are explicit and can be completed once, recorded, and not repeated without reason.
Public-interest historical research record. No identity documents, utility bills, private residential address or private identity material are published. This is a research assessment, not legal advice, a finding by a court or regulator, or a finding of misconduct by HM Land Registry.
Version 1.0.0 · 30 October 2026 · Next review after 17 November 2026 FOI/EIR deadlines. Editors should preserve earlier versions and log every material change to chronology, status and interpretation.
