The latest reply moves the response status from “Not held / refused” to “Replied, nothing disclosed”. Most material: 19 October 2026, received, partial (ref ATISN 27589): Provides an attached response letter concerning Welsh Office/Cadw papers for Great House Farm following the earlier related request. Email dialogue evidence: every email exchanged with Cadw (part of the Welsh Government) about Great House Farm is catalogued word for word, by thread and date, at Welsh Government and Cadw — Email Correspondence Catalogue (Cadw threads in Part 1 and Part 2; other Welsh Government threads in Part 3).

Cross-reference update — 10-10-2026: The reported Cadw letter to the Minister about spot-listing now has a separate evidence page, GHF-E152 (original not attached as at 10-10-2026). See also the Institutional Involvement Roadmap. Do not treat the placeholder as proof of the letter’s contents or of wrongdoing.

ASSESSMENT ISOLATION CONTROL — Cadw

Scope: This page assesses only Cadw. Other institutions, companies, courts, professional firms or individuals may appear solely as counterparties, sources, witnesses, recipients, predecessors/successors or matters of chronology. Their own conduct, duties, decisions and potential responsibility are not assessed here; they belong on their separate actor-specific review.

Accountability test: identify the precise legal/entity identity; the named individual(s) or responsible role(s) where the evidence permits; the specific act, omission, order, instruction or representation; the source of legal or administrative authority and any delegation; who requested or authorised the action; what checks, objections, notice, appeal or review safeguards existed; what record shows the reasons; what happened afterwards; and what evidence links the conduct to the asserted consequence.

Evidence discipline: documented involvement is not itself proof of wrongdoing. Potential responsibility must be separated from established fact, inference and assertions. A missing record is not proof of its contents. Where the responsible individual, authorising person or source of authority is presently unknown, that uncertainty is recorded as an explicit identification/recovery task rather than guessed. 🕒10-10-2026

Cross-institution heritage/archaeology route: Cadw’s listing records and GGAT’s archaeological advice are separate institutional streams. Compare the GGAT source-linked chronology and the Welsh Government institutional assessment; do not infer that one body authored or held another body’s records without a source identifying the transfer or joint action.

Cadw — chronological evidence map

This map distinguishes direct Cadw records/responses from press reports, documents authored by other bodies, and modern copies supplied to Cadw. A source mention is not proof Cadw acted on that source at the time. 🕒10-10-2026

Date / period Cadw appearance or related record Direct evidence link and status
1 October 1982 (document date); 17 September 2026 (copy later served) GGAT warning letter about the archaeological sensitivity of Great House Farm. The evidence page states a copy was served on Cadw in September 2026; that does not establish Cadw received or considered it in 1982. 🕒10-10-2026 GHF-E139 — GGAT warning letter. Original/recipient history remains incomplete.
29 July 1988 Cadw survey photographs of the farmhouse and barn. Cadw’s later response identifies these as the only records it could provide from the 1988 listing assessment; it states the building was assessed and did not meet listing criteria. 🕒10-10-2026 GHF-E144 — photographs / missing listing file · R37 — ATISN 27021, formal response and photographs · R42 — 21 May 2026 casework explanation. 🕒10-10-2026
3 December 1988 (press publication) South Wales Echo reported Cadw was considering an emergency “spot-listing” route and that an inspector was being asked to look at the farmhouse. This is press reporting of the position, not the missing Cadw assessment file. 🕒10-10-2026 GHF-E090-N08 — “History fight to save farm”.
6 December 1988 (press publication; decision timing not established by a located Cadw record) 🕒10-10-2026 Western Mail reported a Cadw spokesperson’s view that the house lacked sufficient architectural merit and the land sufficient archaeological interest. The Wiki has not located a formal decision letter, named decision-maker or contemporaneous decision file; Cadw later said it had no record of the reported December inspector visit. 🕒10-10-2026 GHF-E090-N10 — Western Mail, 6 December 1988 · GHF-E144 — missing decision/custody record · R42. 🕒10-10-2026
21 May 2026 (casework email) Cadw Listed Buildings casework said the farmhouse and barn were assessed and rejected in the 1988 Llandough community survey; it explained the “YYY” photo code, supplied no other electronic records, and reported no record yet of the December inspection described in press. 🕒10-10-2026 Reply register R42.
11 June 2026 (FOI response) Formal ATISN 27021 response supplied two July 1988 survey photographs and the stated assessment outcome. Reply register R37 — ATISN 27021.
14 August–4 September 2026 (escalation correspondence) Cadw / Welsh Government escalation concerning ATISN 27021. Reply register R25.
1 October 2026 (acknowledgement) Cadw acknowledged a new request, ATISN 27589, asking whether the farmhouse was considered for listing between 1 July and 31 December 1988. It remains distinct from ATISN 27021. Reply register R04 — ATISN 27589.

Current evidential boundary: the contemporaneous press proves what newspapers reported, not that a formal 5 December decision document survives. The located primary material is limited to the two photographs and later recorded explanations; the decision-maker, decision file, transfer history and any destruction record remain unresolved. 🕒10-10-2026

(b) Inconsistencies and gaps

“Not held” answers set against the duty below

Contradictions between replies, or between institutions

Missed deadlines

(c) Quarantined-name links

Records on the quarantine register (Kissed Frogs) that sit in, or came from, this institution’s holdings. None is treated as settled.

No quarantined-name record on the register is linked to this institution’s holdings.

(d) Duty and liability — our reading

Liability indicators (our reading): strong

Duty
Historic Environment (Wales) Act 2016 (the historic environment record; listing and scheduling); Ancient Monuments and Archaeological Areas Act 1979; FOIA 2000 / EIR 2004 for the information held.
Indicators the duty was not met
missed statutory deadlines; redirections that end in “not held”; replies that do not agree; “not held” answers.
Evidence still needed to confirm
the institution’s retention schedule and disposal record for the series in question; the catalogue or file list it searched; any internal review or complaint outcome.
Likely extent of exposure if confirmed
Limited to what the record holds and how it was compiled; exposure rises only if a record was omitted or misattributed in a way that affected a decision.
