# FILBA 2027 Spain guest-of-honour programme: is there a door for a UK-made Spanish-language title?

## The facts (primary pages, read 2026-10-31)
- Spain is País Invitado de Honor at the 51st Feria Internacional del Libro de Buenos Aires 2027. Programme organised by the **Ministerio de Cultura (Dirección General del Libro, del Cómic y de la Lectura) and Acción Cultural Española (AC/E)**. Motto: "El poder de las letras. Memoria, exilio y democracia". Curator (comisaria): **Giselle Etcheverry**, announced 24 Sep 2026.
- Themes: the exile of the Generation of '27 (centenary; Alberti, María Teresa León, Rosa Chacel, Maruja Mallo, Serrano-Plaja), resistance to dictatorships, **linguistic diversity in exile**, restoration of democracy. FILBA's own page adds "un canto a la diversidad de lenguas y orígenes".
- It is a **curated, state-run programme**: no open call or catalogue submission for foreign publishers was found on cultura.gob.es, accioncultural.es or feriadellibro.ar.
- Spanish publishers' route: the **FGEE + ICEX collective stand** (2026 edition: Jornadas Profesionales only, Pabellón Rojo; call open to *Spanish* publishers, priority to members of their regional guild; 2026 deadline 14 Mar 2026). A UK publisher is not eligible. Expect the 2027 call around Jan-Mar 2027.
- Practitioner numbers from the same programme: Spain was guest at São Paulo Biennial Sep 2026 = 760,000 visitors, 50 authors (curator Marta Sanz); FILBA averages ~1.4 M visitors (Ministry); 2026 actual 1,340,000.

## The one funding line a foreign entity CAN apply to: AC/E PICE Movilidad 2027
- Who applies: **only foreign cultural entities** that run an event outside Spain and programme Spanish (or Spain-resident) artists/professionals or their works.
- Money: up to **EUR 15,000 per event**, max **EUR 5,000 per Spanish participant** (travel, lodging, per diem). Applicant must co-fund **at least 50%**.
- Windows (non-film areas): phase 1 closes **12 Jan 2027**, phase 2 **9 May 2027**, phase 3 **5 Sep 2027** (calls open 10 Sep 2026 - 5 Sep 2027).
- Fit for us: weak. The 50% co-funding breaks the zero-spend rule, and Cedwyn would need to be a cultural entity running a real event with a Spanish participant (e.g. a Spain-resident translator or historian of Welsh Patagonia). **Park.**

## How-to (getting near the Spain programme without paying)
1. Do not pitch the Ministry or AC/E for a slot: no open call, and the themes are Spanish exile, not Welsh emigration.
2. Ride the themes in our own marketing instead: "diversidad lingüística" + memory + migration to Patagonia is adjacent. Use it in Spanish-language posts and the FILBA landing copy during 22 Apr-10 May 2027 (no claim of being part of the programme).
3. Watch for the 2027 FGEE/ICEX call (Jan-Mar 2027) only to learn which Spanish publishers exhibit - they are co-edition/translation partners for a future print Spanish edition (outreach = owner's GO, drafts only).
4. If a Spanish partner publisher ever co-publishes La visita, that partner (not us) can join the FGEE stand.
5. One optional, owner-GO-only touch: a short draft note to the curator's office offering the title as background reading on Welsh-Spanish linguistic diversity in Patagonia. Draft only; HubSpot task; never sent by us.

## How we apply it to Cedwyn
- Verdict: **no door for a UK-made title** in the Spain guest programme; **PICE Movilidad parked** (50% co-funding vs never-pay; needs a real Spanish participant).
- Keep the FILBA plan (existing skill) as an own-channel campaign: UTM filba27, 10% legal window (Argentina 10%, Spain 10% Día del Libro), Spanish-language posts on the "lenguas y memoria" angle.
- Add one calendar check: Jan 2027 - read the FGEE 2027 Buenos Aires call and the Spain programme page for any new strand (e.g. a translation-into-Spanish strand or open reading list); recheck AC/E convocatorias.
- Public copy must not imply Ministry or AC/E endorsement.
