Cymraeg 2050 action plan 2026-27: no Patagonia line, no author or heritage fund
Harvested 2026-10-31. Read in full: the Welsh Government action plan page (HTML, 45 KB of text).
What the plan states
- "Cymraeg 2050: Welsh language strategy action plan 2026 to 2027". First published 24 March 2026. A statutory annual plan under section 78 of the Government of Wales Act 2006 (read).
- The plan presents itself as a continuation of the 2025-26 plan, because the Senedd term was ending. "It will be for the next Government to set new priorities" in an updated Cymraeg 2050 strategy, which will respond to the Welsh Language and Education (Wales) Act (read).
- The "Wales and the wider world" section names the NPLD, the British-Irish Council, the UNESCO Decade of Indigenous Languages, MoUs with Cornwall, Brittany, Catalonia, the Basque Country and Ireland, and the Urdd Message of Peace and Goodwill 2026 (read).
- Word counts on the page (read): "Patagonia" 0, "Argentin" 0, "Wladfa" 0, "Chubut" 0, "British Council" 0, "Books Council" 0. "book" appears once, in boilerplate. The plan's money is for education, early years, Welsh-medium capital (£15m a year, subject to budget), the Coleg Cymraeg Cenedlaethol, and the National Centre for Learning Welsh.
- So the plan has no Patagonia activity and no fund an outside author or heritage project could apply to.
Where Welsh Government money does reach Patagonia
- The Welsh Language Project (British Council Wales, since 1997) is where Welsh Government money reaches Patagonia. Its page states it funds a permanent Welsh Teaching Co-ordinator based in Patagonia and supports about 20 staff in schools and adult learning (search snippet of wales.britishcouncil.org; the page itself was read in an earlier run, see spanish-patagonia-audience.md).
- This is a teaching programme. It has no publishing, book-promotion or author-visit strand. Whether it has any budget for materials was not found.
What to watch (one check each, then stop)
- The next Government's updated Cymraeg 2050 strategy, and the 2027-28 action plan (normally published in March). Search the new text for Patagonia/Wladfa/Argentina. If there is still nothing, park this route for a year.
- 160 years of Y Wladfa was marked in 2025 (the National Eisteddfod's 2026 Wladfa competition theme). The next round anniversary is 2040 (175). The 2027 calendar has no Government anniversary hook (the 28 July landing-day hook is already parked).
How we apply it to Cedwyn
- Write no grant bid or pitch to Welsh Government for a Patagonia book activity. The 2026-27 plan has no line for it, and inventing a fit wastes a draft and costs credibility.
- The useful audience is the people: Welsh teachers and adult learners in Chubut (about 20 staff, 970 learners per spanish-patagonia-audience.md). Reach them through the institutions in welsh-patagonian-societies-chubut-outreach.md, offering free learner-level material first (heritage-learner-packs skill). That is give-first outreach, not funding.
- In the case or heritage write-up, do not describe the Cedwyn e-books as part of Cymraeg 2050. They are not in it.
- Proposal for INDEX next leads: re-read the 2027-28 action plan in March-April 2027. Nothing else on this route until then.
