# Chubut's public book funds: residency-gated and unpublished-only (skip as a publisher; use as a partner route)

Checked 31 Oct 2026. Two separate public funds in Chubut publish books. Neither can take a UK-based e-book directly.

## 1. Fondo Editorial Provincial (Subsecretaría de Cultura, Ley I Nº 822)
- **2025 call** opened 4 Oct 2025, first deadline 7 Nov 2025, extended to 5 Dec 2025. No 2026 call announced as of 31 Oct 2026. The pattern points to an Oct–Dec window, so recheck on 1 Oct 2027 and 1 Oct each year after.
- **Who can apply:** adults with at least **2 years' provable residence in Chubut**, with a residence certificate and DNI. Staff of the Subsecretaría and their close family are excluded.
- **What qualifies:** **unpublished** works only, submitted under a pseudonym. Texts already published in whole or in part, **in print or digital**, are excluded. Proof of authors' rights from the Dirección Nacional del Derecho de Autor is required.
- **Result:** a 500-copy first print run, with 60% of the copies going to the author. Five-member advisory committee, 30 days to decide; it can declare a genre void.
- **Older rules** (cultura.chubut.gov.ar page): co-funded by 1% of the Lotería net profit plus book sales. Categories include Chubut social history, life stories and biographies. A shorter residence can be waived "si fuera una obra importante por mérito o por temática". This is the old regime; the 2025 call states 2 years, so treat the waiver as **not checked**.

## 2. Fondo Editorial Permanente (Legislatura del Chubut, Ley I Nº 329)
- 2025 call opened about 11 Sep 2025 and closed 4 Nov 2025. Unpublished literary works only, **entirely in Spanish**, under a pseudonym, up to 300 A4 pages. The 2025 theme was children's and young people's literature. Authors must be born or naturalised in Chubut, or have **5 years' residence**. **One prize**: the Legislature edits, designs, corrects, prints and binds the book.

## What this means
- **Cedwyn can't apply.** It is UK-based, the e-books are already published (digital counts as published), and it has no Chubut residence.
- **No money is asked of entrants.** These are prizes, so the never-pay rule isn't touched; eligibility is the only barrier.
- **The real use:** these funds' catalogues and winners are a list of **Chubut authors and local historians** who write Chubut social history and biographies. They are the natural local partners for a co-written or prefaced Spanish edition, which a resident co-author could later enter as a new unpublished work.

## How we apply it to Cedwyn
1. **Mark both funds "not eligible: residency + already published"** in the programme office, so no later run proposes applying.
2. **PROPOSAL (owner GO, drafts only):** from the Fondo Editorial catalogue's history and biography titles (cultura.chubut.gov.ar), list 3–5 living Chubut authors who write on the Welsh colony. Draft a HubSpot task offering Cedwyn's archive images and transcriptions as sources for their own work, with credit to /ebooks/. No sales ask, no email sent.
3. **Calendar:** 1 Oct 2027, check noticias.chubut.gob.ar for the 2027 Fondo Editorial Provincial call. If a resident partner has an unpublished Welsh-colony manuscript, flag it to them; never apply in their name.
4. **Don't repeat:** Gaiman Feria Provincial del Libro (talk route) is a separate file.
